- Council held the first round (out of three) Public Hearings to discuss, receive public comments, and vote on amendments being made to the following City Ordinances:
- Ordinance 20251007-14: Amending Provisions Pertaining to Fire Department
- This amendment will align the current City Code to the new 28E Agreement with the West Liberty and Rural Townships Fire and Rescue Agency
- Ordinance 20251007-15: Amending Provisions Pertaining to Leash Law
- Due to a recent increase in dog bites, the new amendment states that dogs must be kept “under the control of a person competent to restrain and control the dog, either by leash, cord, chain, or other similar restraint of sufficient strength and not more than six feet in length” instead of allowing dogs to be controlled by a heel command.
- Ordinance 20251007-16: Amending Provisions Pertaining to Fireworks
- This amendment will align the current City Code to the new State Laws pertaining to Fireworks. For more information on the state level, please see the Iowa State Code 727.2 – Fireworks.
- Ordinance 20251007-14: Amending Provisions Pertaining to Fire Department
- Council received quarterly staff reports, including: City Manager, Wastewater Department, Communications, Safety Committee, Police Department, Library, & Electric Department
- Council approved the appointment of Keegan Paisley as the new Library Board Trustee. He will finish out the term of Hannah Chesmore-Potts ending December 2027, with the possibility of reappointment following the completion of his partial term. Paisley stated afterward “I’m very excited to be joining the Library Board of Trustees. I have always valued the position public libraries fill in their communities and I look forward to the perspective I can bring to the shelves, both as a former library employee and as a Cybersecurity Analyst.”
- Council approved the following Event Applications:
- Dia de Los Muertos Community Alter in Rondevoo Park from October 30th, 2025, through November 2nd, 2025 – submitted by Christopher Eck and Stephanie Vallez
- Comet Classic on Saturday, October 11th, 2025 – submitted by Ashley Smith and Jessica Madsen
- Council passed the following Resolutions:
- Resolution 20251007-277: A Resolution Amending the Year End Transfers for FY 2024-2025 to update Ambulance and Library.
- Resolution 20251001-278: A Resolution of the City Council of the City of West Liberty, IA, recognizing Trick-or-Treating as an Annual Community Event and Authorizing the City Manager to Coordinate Related Activities.
- Council set the dates for the Building & Grounds, Policy, & Finance committees to meet.
Looking Ahead…
Council will have a Work Session before the regularly scheduled Council Meeting to discuss the 2024-25 City of West Liberty Goals & Projects. Council will also be discussing the City’s Electrical Agreement & memberships, as well as the Event Application for the Holiday Open House hosted by the Chamber of Commerce.
