Lawrence McNaul received his Masters in Public Administration at Drake University, Bachelor’s Degree in Administration Management from Excelsior College and his National Public Managers Certification from Drake University. City Manager McNaul is also a graduate of Northwestern University’s School of Staff and Command focusing on public finance, human resources and personnel management.
Prior to being hired as City Manager in 2014, Lawrence worked with the City of Grinnell Police Department (IA) as a Patrol Sergeant, Narcotics, Financial Crimes and General Investigations until 2001 when he was appointed as the Chief Deputy of Poweshiek County Sheriff’s Office. During this time he served on the Iowa Legislative Committee, Sheriff’s & Deputies Association, Board of Directors for the Mid Iowa Narcotics Enforcement and was active in community and project development for the communities he served.
In addition to his public service, City Manager McNaul also serves as the Iowa Deputy Regional Field Operations Manager and International Emergency Response Team Leader with Team Rubicon, who responds to natural and manmade disasters conducting emergency and disaster services. City Manager McNaul retired from the Army after serving 23 years active and reserves stationed in Afghanistan, Iraq, Kuwait, numerous locations throughout Europe and Washington D.C. conducting intelligence, governance and logistics operations and programs.
