- Council heard presentations from three engineering firms in the search for a City Engineer. Following staff input, a decision on the contract will be made in May from the following options:
- JEO Consulting Group
- ISG Inc.
- Veenstra & Kimm Inc.
- Mayor Mark Smith recognized current and upcoming Appreciation Days/Weeks, including:
- Animal Control Officer Appreciation Week (April 13–19) – a time dedicated to recognizing the hardworking professionals who serve our communities as first responders for animals in need, providing lifesaving care, rescuing the lost, preventing cruelty, and educating the public.
Thank you to Eddie Ortiz and the West Liberty Police Officers! - National Lineman Appreciation Day (April 18th) – a time to recognize the hard work and dedication of electrical lineworkers, who are essential for maintaining and repairing the power grid. These professionals work in various conditions, often in high places and during emergencies, to ensure reliable electricity for communities.
Thank you to Cody Franklin, Jon Meade, Ryan DeVore, and Quinn Chalupa! - Administrative Professionals Day (April 23rd) – a time dedicated to recognizing and celebrating the contributions of administrative professionals, including secretaries, administrative assistants, receptionists, and other office support staff that play a crucial role in keeping offices running smoothly and efficiently.

- Council approved and accepted the bid from Triple B Construction for the Evans Avenue Gravity Sanitary Sewer Extension Project.
- Council approved updates to the Fee Appendix – Schedule of Fees and Charges in the City of West Liberty, Iowa Code for the following departments:
- Water
- Parks and Recreation
- Police
- Library
- Council approved the reimbursement to Wertzbaugher Services through the West Liberty Economic Development Matching Fund Grant for their emergency repair building project at 219 N Calhoun Street.
- Council set the Public Hearing for the Fiscal Year 25-26 Budget for April 22nd, 2025, at 6:30PM at the West Liberty Public Library.
- Mayor Mark Smith is introducing a new agenda item at the end of council meetings designed to enhance transparency and efficiency in city governance – “Looking Ahead!”
This initiative aims to encourage community engagement and provide council members with greater insight into key issues before they formally come up for a vote. The mayor hopes this addition will foster more informed and productive discussions, benefiting both council operations and residents alike.
