City Council Updates & Correspondence
- City Engineer Report was received (no action taken) with updates on multiple infrastructure projects, as well as additional information on the Kimberly Park Pool project expected soon.
- City Manager updates included:
- Upcoming April 21 work session for swimming pool engineering scope presentation.
- Coordination on East 6th Street construction, including electric utility adjustments.
- Meeting with West Liberty Foods regarding Wastewater Treatment Phase I (no contract action yet).
- Ongoing work on the FY budget and HR matters.
- Council heard a Fire Department Committee update confirming that one ambulance will be transferred per earlier Council action once required conditions are met. No second ambulance will be transferred at this time to avoid service gaps.
- Council heard public comments & correspondence on the following topics:
- Safety concerns about exposed holes left after gas meter removals downtown. Council acknowledged the concern and indicated follow‑up would occur with staff and utilities.
- Drainage concerns at 308 S. Boone Street.
- Community concerns regarding police enforcement and patrol activity. Council and city leadership emphasized a commitment to equal enforcement of the law, education‑focused policing, and encouraging residents to bring concerns directly to City staff or Council.
What the Council Approved
- Council approved the following Beer & Liquor License(s):
- Class B Retail Alcohol License – Dollar General Corporation, LLC
- Class C Alcohol License – Muscatine County Fair Amphitheater
- Class C Alcohol License – Muscatine County Fair Midway Pavilion
- Derrick Holmes was officially appointed and sworn in as Interim Chief of Police for the City of West Liberty, with Council and staff acknowledging continued recruitment and interviews for a permanent Chief of Police position.
- Council welcomed Dedrick Jordan as the newest West Liberty Police Officer following his Oath of Office.
- Council issued a proclamation recognizing April as Child Abuse Awareness Month and emphasized prevention, awareness, and community responsibility.
- April 9, 2026 was officially proclaimed Junior Achievement Day in West Liberty, recognizing the program’s role in teaching students about business, entrepreneurship, and community engagement.
- Council approved street closures for the West Liberty Farmers Market on Spencer Street from 3rd to 4th Street every Wednesday, May–August from 3:00 p.m. – 7:30 p.m. The Farmers Market has been reduced to four months this year based on previous attendance trends.
- Council approved a bond purchase agreement for $3,015,000 in General Obligation Corporate Purpose Bonds (Series 2026), as well as adopting the associated tax levy to repay the bonds. These funds are allocated primarily for street projects and electric utility improvements.
- Council approved Budget Amendment No. 2 and certification for FY 2025‑2026.
