The City of West Liberty is pleased to announce that the West Liberty Volunteer Ambulance Service, a department of the City of West Liberty and commonly known as West Liberty EMS, was officially approved for transfer to the West Liberty Rural Fire Agency through a City Council Resolution adopted on August 18, 2026.
This represents the final step of a joint effort between the City of West Liberty and the Rural Township Trustees to place Fire and EMS services under the West Liberty Rural Fire Agency according to the established 28E Agreement. Residents will continue to receive the same local emergency services, now managed by one organization working together to serve the community.
“While there is substantial work ahead to complete the transfer of assets and operations, the planning and cooperation among all parties have positioned us for a successful transition. Most importantly, residents can be assured that maintaining continuous emergency medical service coverage remains our highest priority. This partnership creates a sustainable structure that will strengthen Fire and EMS services for years to come,” said City Manager Geertz after the meeting.
City staff began transition activities on August 19, 2026, and are actively working with Agency leadership to ensure there is no interruption or gap in emergency medical service coverage for residents of both the West Liberty community and the surrounding rural service area.
The next phase of the transition includes the transfer of City-owned EMS assets to the Agency, including:

- Two ambulances
- Medical equipment and supplies
- Office equipment and supplies
- Furniture and furnishings
- Software and technology assets
- Miscellaneous operational inventory
A public hearing regarding the transfer of these assets is scheduled for September 1, 2026.
