Work Session – Kimberly Park Pool
- Council held a work session prior to the City Council meeting with a report from the City Engineer regarding the next steps needed. Recommendations made to Council included:
- Keeping the pool closed for the 2026 season due to serious safety concerns, including documented soil loss and voids beneath the pool, ongoing water leakage, and potential risk of structural failure and impacts to nearby properties
- Conducting a comprehensive study with the City’s engineering firm to include:
- Evaluating structural integrity, underground piping, and equipment
Assessing code compliance (including chemical room and accessibility)
Identify accurate repair options, costs, and long‑term feasibility

City Council Updates & Correspondence
- City Engineer Report was received (no action taken) with updates on multiple infrastructure projects:
- East 6th Street Reconstruction – utility relocation, construction timelines and anticipated end date, plans for neighborhood meetings planned prior to heavy construction.
- Water System – pump replacement requiring DNR permitting, risk and resiliency planning underway (June 30 deadline), lead service line inventory work planned using phased funding.
- Wastewater – ongoing coordination with state and engineering partners.
- Council received an update regarding an ambulance out of service due to engine failure with an estimated replacement cost of $20,000+. The Fire & EMS team is relying heavily on mutual aid agreements, and staff is exploring options for a replacement and funding options due to urgency. Council acknowledged public safety concerns and the need for a solution.
What the Council Approved
- Council approved the following Beer & Liquor License(s):
- Class B Retail Alcohol License – Flamas LLC
- Class C Alcohol License – Highway 6 Spirits, LLC (with a conditional requiring the business to reactivate its LLC status with the Iowa Secretary of State)
- Council approved a professional services agreement with ISG (INS Group Inc.) to conduct a full condition assessment and facility plan for the Kimberly Park Pool. (Vote passed 3-1)
- Council approved issuing an annual RFQ for the City’s Sidewalk Repair Program. (Vote passed 4-0)
- Council approved wage resolutions for the Police Department, Parks & Public Works, and Library. (Vote passed 4-0)
- Council approved the preliminary plat for a new single‑family housing development. This project aims to support affordable workforce housing, align with state workforce housing grants, and include walkability features and trail connections. TIF incentives and grant applications will return to Council at a later date. (Vote passed 4-0)
